Babrala was the location of Tata Chemicals Limited’s urea fertilizer plant, now with Yara Chemicals. Babrala is a town and Nagar Panchayat in Sambhal district, UP. The area has rural settlements called the ‘core command area’ with rehabilitated refugees from Bangladesh. TCSRD’s programme geographically covered over 170 Gram Panchayats (GP) across Rajpura, Gunnour, and Junawai blocks and Nagar Panchayats aiming towards alleviating poverty within rural households that are dependent on agriculture and allied activities.

The study focused on evaluating the impact of the Babrala model in alleviating the poverty of rural households. It also documented the processes, challenges and lessons learned. TCSRD’s project had been implemented in an inclusive manner involving a diversified set of stakeholders, beneficiaries, implementing partners, and the support institutions like; Uttar Pradesh Bhumi Sudhar Nigam, Council for the Advancement of Peoples Action and Rural Technology (CAPART), agriculture institutions, animal husbandry department and dairy companies. Change Alliance’s assignment included an in-depth study of TCSRD’s almost 3-decade long multi-pronged agriculture and livestock development programme.  A major deliverable of the project was capturing the detailed process and developing scaling up and replication framework with a roadmap for replication/adoption of the Babrala model for TCSRD as well as for external reference.
